Driving Clean Assistance Program

Community Housing Development Corporation (CARB-funded)

Up to $12,000

Statewide scrap-and-replace vehicle assistance for income-eligible households outside participating air-district Clean Cars 4 All programs.

What you could receive

Up to $12,000 toward a replacement clean vehicle, plus charging help on some awards

Up to $12,000 in potential benefit

Published range: $7,500 to $12,000

DCAP’s Clean Cars 4 All scrap-and-replace pathway is open. The financing-assistance (no-scrap) pathway is closed because funding was depleted. Applicants must be approved before buying or leasing. Replacement vehicle price generally cannot exceed $45,000 before tax and fees. Income must be below 300% of the federal poverty level using the program’s published household-size chart; this site does not convert that chart into a single income number. Residents of air districts that run their own Clean Cars 4 All programs must use those district programs instead. Official DCAP and MyFirstEV pages currently disagree about stacking with other CARB programs.

Who may qualify

  • Applicants must be 18 or older.
  • Replacement vehicle price generally cannot exceed $45,000 before tax and fees.
  • The open pathway requires scrapping a qualifying vehicle.

CARB MyFirstEV materials describe stacking with DCAP in some cases. DCAP materials say the program cannot be combined with other CARB incentives. Treat as conditional, not guaranteed additive.
